The Z-machine opcode which is used for timing in _Border Zone_ specifies 
a delay in milliseconds. It's up to the interpreter to execute this 
properly. 

I believe that all extant interpreters do handle it correctly, including 
the "official" interpreters on LTOI and Masterpieces. (There was a bug in 
the ZIP interpreter timing, but it was discovered last year, and I think 
the fix has been picked up by everyone.)
