   There is one of the stepdisks that will take you to the barge, no matter
where the barge may be at the time.  The barge can also run on its own, 
there is no reason it has to have a passenger, and, you can reach the control
buttons from outside the barge.

   Simply, stand outside the barge, turn the motor on, then release the
docking clamps.  The barge will float away down the canal, through the
gate, and reach the end of the canal.  You will be waiting during this
time, and heading to that black disk.  Once you have waited a sufficient
amount of time, use the disk, you'll appear in the barge, and then
just step out onto the ice.

   Realize, of course, this will be one of the last things you do, since
once you do so, you can't use the barge again.
