Actually, it does on some newsreaders, on some systems (I got a page-pause
for both your ^L's ;).

You're correct, though, some people will not get the effect if the ^L doesn't
come first on the line (which obviously defeats the purpose). The astute out
there will note that this can entail removing the quote characters (">") from
the ^L line when following a spoiler message.
