A new proposal is first added to the New Wishes
 (http://www.empire.net/~children/pea_pages/new-wishes.html) page. Then,
depending on what I think of it, it will be moved to one of the following three
places:
   * The Official Empire WISH LIST
      (http://www.empire.net/~children/pea_pages/wish-list.html)
   * The somewhat less official WACKY IDEAS LIST
      (http://www.empire.net/~children/pea_pages/wacky-ideas.html)
   * /dev/null  (http://www.empire.net/~children/pea_pages/dev-null.gif).
